US Draft Resolution on Sri Lanka – Further Diluted

The 2nd Informal Consultation on the US Draft Resolution on Sri Lanka took place on Wednesday, March 13, 2013 at the United Nation’s Human Rights Council in Geneva.

The following country representatives took part in the informal discussion:

Australia, Austria, Botswana, Canada, Cuba, Czech Republic, Denmark, Egypt, European Union, France, Hungary, India, Indonesia, Japan, Korea, Maldives, Mexico, Netherlands, New Zealand, Norway, Pakistan, Peru, Portugal, Romania, Swiss, Thailand, United Kingdom, and Uruguay.

The draft resolution that was discussed was much diluted than the previously proposed resolution during the 1st Informal Consultation.

Canada and the European Union countries were in favor of strengthening the terms used in the resolution.

Canada emphasized that the progress in Sri Lanka’s infrastructure development has not been economically benefitting the affected local population.  Canada further added that the human rights of resettled Internally Displaced Persons must be respected, and they should have adequate access to housing, clean water and sanitation, and livelihood opportunities.

On the other hand, Cuba insisted that UN should not involve itself in the internal matters of a country.  They further requested most of the writings on the resolution to be deleted in order to have a balanced resolution.

India was silent throughout the discussion.
